Fueldump Extended Edition

Changings:

Falling snow added.
Strong Fog added (snipering will be hard and difficult :P )
Skybox taken out of Railgun
Ammo/Health Cabinet added in Fueldump Garage
Walljumps to Fueldump are nearly impossible bcs. high damage barbed wire

Allied Forwardspawn Fixed.
